Glasanje obuhvaća neke tehničke detalje, a europski izbori nisu iznimka. Postoji nekoliko informacija koje biste trebali imati na umu prije nego što odete na birališta, pa krenimo sada s njima!

Prvo i najvažnije, tko može glasati? Imate pravo glasati na europskim izborima ako ste:
• stariji od 18 godina na dan izbora;
• hrvatski državljanin s prebivalištem u Hrvatskoj ili inozemstvu;
• državljanin EU s legalnim boravištem u Hrvatskoj koji je registriran za glasanje na ovim izborima.

Ne zaboravite, kada idete na birališta, trebate ponijeti osobnu iskaznicu ili putovnicu – ili boravišnu iskaznicu, u slučaju da ste strani državljanin.

Sada kada je utvrđeno tko može glasati, sljedeće važno pitanje je gdje možete glasati. Za hrvatske državljane ili građane EU koji glasaju u Hrvatskoj, bit će vam dodijeljeno određeno biračko mjesto prema adresi prebivališta. Nakon službene objave izbora, možete saznati gdje glasati ovdje, i bit ćete preusmjereni na stranicu Ministarstva pravosuđa i uprave, gdje možete pronaći na kojem ste biračkom mjestu.

Za hrvatske državljane koji glasaju iz inozemstva, ako imate prebivalište u Hrvatskoj, imate pravo glasati osobno u diplomatsko-konzularnom uredu, ali se morate registrirati prije izbora na vrijeme. Za to vam savjetujemo da provjerite web stranicu hrvatskog veleposlanstva u zemlji u kojoj želite glasati kako biste saznali točan datum.

Ako nemate prebivalište u Hrvatskoj, također imate pravo glasati osobno u diplomatsko-konzularnom uredu. Razlika je u tome što ako imate izdanu e-osobnu iskaznicu s prebivalištem u inozemstvu, automatski ste registrirani za glasanje na najbližem biračkom mjestu.

U slučaju da nemate e-osobnu iskaznicu s prebivalištem u inozemstvu, možete glasati ako se registrirate u roku. Ako propustite rok, imate pravo na potvrdu o glasanju na dan izbora u veleposlanstvu ili konzulatu, što će vam omogućiti glasanje.

Sada pogledajmo gdje se možete registrirati za glasanje. Kao što smo ranije vidjeli, ako ste hrvatski državljanin koji glasa u Hrvatskoj, ne morate se registrirati, ali ako ste građanin EU koji glasa u Hrvatskoj, morate se registrirati u birački popis 30 dana prije europskih izbora. Da biste se registrirali, potrebna vam je Izjava koja navodi državljanstvo osobe, adresu stalnog boravka u Republici Hrvatskoj, gdje je primjenjivo, te mjesto ili izborni okrug u matičnoj državi članici na čijem su biračkom popisu zadnji put bili uključeni. Izjavu o ostvarivanju prava glasa samo u Republici Hrvatskoj. Izjavu da osoba nije lišena biračkog prava u državi članici EU čiji je državljanin. Sve potrebne dokumente možete pronaći ovdje.

Ako ste hrvatski državljanin i želite glasati u inozemstvu ili promijeniti biračko mjesto, imate rok do 10 dana prije izbora za registraciju, inače ćete dobiti potvrdu o glasanju na dan izbora.

U slučaju da ste osoba s invaliditetom, možete očekivati podršku za ostvarivanje vašeg biračkog prava. Europski zakon kaže da u tom slučaju birač može biti u pratnji druge osobe koja je pismena i koja može odabrati za koga birač želi glasati. Ako fizički ne možete pristupiti biračkom mjestu, trebate obavijestiti Izborno povjerenstvo, koje će poslati dva predstavnika Povjerenstva ili dva zamjenika koji će doći na vašu adresu i omogućiti vam pravo glasa. Nadalje, važno je napomenuti da ne možete glasati poštom, online ili putem opunomoćenika za europske izbore.

How can YOU vote?

Voting encapsulates some technicalities sometimes, and with the European elections is no different. There is some information that you should have in mind before you go to the polls, let’s get over them now!

Foremost, who can vote? You are eligible to vote in the European elections if you are:

• 18 years old or more on election day;
• a Croatian citizen residing in Croatia or abroad
• a EU citizen with legal residence in Croatia that is registered to vote for these elections.

Don’t forget when you go to the voting polls you need to take with your identity card or passport – or residence card if you’re a foreign citizen.

Now that it’s established who can vote, the next important question is where can you vote. For a Croatian citizen or an EU citizen voting in Croatia, you will have a specific voting poll that was assigned to you by your residence address. After the elections are officially announced you can find where to vote here, and will be redirected to the site of the Ministry of Justice and Administration, where you can find in which polling station you are assigned to.

For a Croatian citizen voting from abroad, if you are residing in Croatia you have the right to vote in-person in a diplomatic-consular office, but you have to register prior to the elections in a timely manner, for that we advise you to check the website of the Croatian Embassy in the country you want to vote in to know the specific date.

If you are not residing in Croatia, you have the right to vote in-person in a diplomatic-consular office too. Here the difference is if you have an issued e-identity card with residency abroad, you are automatically registered to vote on the nearest polling site.

In the case if you don’t have a e-identity card with residence abroad, you can still vote if you register within the deadline. In the case you miss the deadline you have the right to a voting certificate on election day in the embassy or the consulate, that will give you the possibility to vote.

Next let’s see where can you register to vote. As we saw beforehand, if you are a Croatian citizen voting in Croatia you don’t need to register, but if you are a EU citizen voting in Croatia you need to register yourself in the electoral register 30 days before the European Elections. In order to register yourself, you need A statement which specifies the person’s nationality, the address of permanent residence in the Republic of Croatia, where applicable, and the place or electoral district in their home member state on whose electoral roll they were last included. A statement on only exercising their voting right in the Republic of Croatia. A statement that the person has not been deprived of voting rights in the EU member state whose national they are. If you are a Croatian citizen and want to vote abroad or change your polling station you have until 10 days before the elections to register, or you will be issued a voting certificate on voting day.

In case of have a disability you can expect support to exercise your voting right. European Law says that in this case the voter can be accompanied by a person who is literate and that can select the who the voter wants to vote for. If the you can’t access the voting poll physically, you need to notify the Elections Committee, and they will proceed to send two representatives of the Committee or two deputies that will go to your residence and, therefore, enable the right to vote. You can find more information on how this works here in the website of the government.

Furthermore, it is important to note that you cannot vote by mail, online, or proxy for the European elections.

Now that you know all about how to vote, don’t forget to go to the polling stations on the 9^th of June!
