Međunarodni portal za prijavu govora mržnje na mreži: Početak razvoja

Novi nam je Erasmus+ KA2 projekt započeo 1. studenog 2023. godine. Projekt nosi naziv “Report_Hate” i predstavlja međunarodnu suradnju s ciljem jačanja kapaciteta organizacija civilnog društva u borbi protiv govora mržnje na internetu. Tijekom prvog mjeseca implementacije projektni tim se sastao dva puta – prvo putem online sastanka, a zatim uživo u Bratislavi. Cilj sastanaka bio je raspravljati o ključnim koracima koji nas očekuju u sljedeća dva godina.

Govor mržnje na mreži, neljudski komentari i propagiranje antidemokratskih ideja na društvenim mrežama sve više rastu. Nakon napada Hamasa na Izrael 7. listopada, značajno je porasla brojnost antisemitskih poticaja. Konzorcij organizacija iz sedam zemalja, koordiniran od strane njemačke organizacije Youth Agency, sada stvara prvu priliku za prijavljivanje i dokumentiranje takvog govora mržnje preko nacionalnih granica.

29. i 30. studenog mi iz Udruge mladih “Mladi u Europskoj Uniji”, zajedno sa predstavnicima organizacija iz Njemačke, Mađarske, Slovačke, Izraela, Španjolske i Sjeverne Makedonije sastali smo se kako bi počeli izgradnju portala. Stranica za prijavljivanje trebala bi biti dostupna na mreži u jesen 2024. i posebno doseći mlade putem medijske kampanje. Prijave koje budu primljene dokumentirat će se i analizirat će se u međunarodnom usporedbom kako bi se razvile daljnje mjere protiv govora mržnje. Projekt sufinancira EU u sklopu programa ERASMUS+.

Odgovornost za projekt leži na Youth Agency u Sersheimu, Baden-Württemberg. Voditeljica projekta Stella Loock: “S Report_Hate pomažemo osigurati da se mladi posebno mogu učinkovito obraniti od mržnje na mreži. To je važno jer su posebno često izloženi govoru mržnje.” Youth Agency savjetuje Günter Bressau, koji je već pomogao u postavljanju njemačkog portala za prijavljivanje Respect! protiv govora mržnje. Bressau: “U veljači iduće godine na snagu će stupiti Digitalni zakon o uslugama (DSA), europski skup pravila za borbu protiv govora mržnje, ali vidim malo suradnje između europskih zemalja. Mi želimo to promijeniti transnacionalnim portalom za prijavljivanje.”

Youth Agency pokreće nacionalne i međunarodne projekte za mlade i provodi ih s partnerima. Fokus je na sudjelovanju mladih, promicanju demokracije, odnosima s javnošću, upravljanju projektima i umrežavanju. Istodobno, potpuno vlasnička podružnica Zaklade mladih Baden-Württemberga pruža podršku lokalnim vlastima i organizacijama za mlade obrazovnim uslugama, kao i konceptima i provedbom sudjelovanja mladih.


(EN) International reporting portal against online hate speech: Start of development

Our new Erasmus+ KA2 project started on November 1, 2023. The project is titled “Report_Hate” and represents international collaboration with the aim of strengthening the capacities of civil society organizations in the fight against online hate speech. During the first month of implementation, the project team met twice – initially through an online meeting, and then in person in Bratislava. The purpose of these meetings was to discuss the key steps that lie ahead for us in the next two years.

Online hate speech, inhumane online comments and anti-democratic propaganda on social networks are on the rise. Following the Hamas attack on Israel on October 7, the number of anti-Semitic incitement has risen sharply. A consortium of organizations from seven countries, coordinated by the German Youth Agency, is now creating the first opportunity to report and document such hate speech across national borders.

On 29 and 30 November, representatives of organizations from Germany, Hungary, Slovakia, Israel, Spain, North Macedonia and Croatia met to start building the portal. The reporting page should go online in fall 2024 and reach young people in particular via a campaign. The reports received will be documented and analyzed in a cross-national comparison in order to develop further measures against hate speech. The project is co-funded by the EU as part of ERASMUS+.

Responsibility for the project lies with Youth Agency in Sersheim, Baden-Württemberg. Project manager Stella Loock: “With Report_Hate, we are helping to ensure that young people in particular can effectively defend themselves against hate online. This is important because they are particularly often affected by hate speech.” Youth Agency is advised by Günter Bressau, who has already helped to set up the German reporting portal Respect! against hate speech. Bressau: “In February next year, the Digital Services Act (DSA), a European set of rules to combat hate speech, will come into force, but I see little cooperation between European countries. We want to change this with the transnational reporting portal.
